Today's Independent reports that schools are short of 40,000 governors. I can remember when recruitment was a regular feature of local Labour Party activity - a stepping stone to serving in other voluntary capacities. There were issues about patronage and party whipping. But at least there was a sense of civic engagement, which could have been built on to better effect.
Rebuilding and renewing Labour Party democracy could also herald a rebuilding of voluntarism to improve local governance. That would be consistent with the devolution of power from Whitehall to local people through their democratically-elected representatives.
